Trump can't declare war for the same reason Abraham Lincoln couldn't declare war.
He isn't President of this country. He's the "President" of a corporation.
The U.S. Territorial Congress has no ability to declare war, either.
The only Congress with the ability to declare an actual war, was the American Federal Republic Congress, or, in their absence or lack of performance, our Federation's Continental Congress can poll the States and declare war.
Mr. Trump, like Lincoln, is calling for another Mercenary Conflict and we are clearly saying -no, and another step in this direction will be a default of the USA's Service Contract.
The most likely motivations for this are: Trump is a Trojan horse, only pretending to be pro-American — which is indicated by his participation in the pandemic, or, he is doing this to make himself into a "wartime President" so he — in theory— can't be arrested by the same military he commands during wartime. This may be a big concern as technically, he is supposed to cough up $454 million by Monday thanks to a Court Case he lost.
But it doesn't matter anyway, because he is the wrong kind of President to be able to invoke that particular wartime protection. As "Commander in Chief" of a Mercenary Force, he is as subject to arrest as any other Commercial Corporation CEO.
Keep your ears hung low and know the truth, so you are not surprised by all the swirling madness.
Do not be deceived by unlawful orders.
