Years ago we told the American people the truth about Foreign Aid -- that only about two percent of it ever reached the people that it was purportedly intended to help and that most of it was being siphoned and misdirected as "self-help" for the politicians and the defense contractors.
The way this got dirty in the first place was via surplus war goods being converted into "foreign aid".
After every single illegal Commercial -- there's the missing word --- Conflict, the defense contractors and vendors were stuck holding huge surplus stockpiles of war-related goods. How to pay them for these supplies after the "war" ended?
These surplus goods became "foreign aid", so that the so-called defense contractors could be paid full price for commodities that were no longer needed. This is how giant cargo ships were loaded with moldy wool Army blankets from WWII and shipped to Nigeria as "Foreign Aid" in 1980.
The defense contractors got paid off at full price, which was already inflated; those in receipt of this "aid" often wondered what to do with it, and in many cases, by the time it reached its destination, the "aid" was so decayed, moldy, or outdated that the recipients merely got stuck with the cost of disposing of it.
That's how "Foreign Aid" first turned dirty.
The corruption and self-service simply went on from these post-war roots to include other kinds of graft and payola schemes. As more politicians and "agencies" got involved Foreign Aid, the appropriations of all kinds of Foreign Aid burgeoned, until it appeared that America was easily the most generous country in the world.
The water wells weren't getting drilled. The schools weren't opening. The hunger wasn't disappearing. All that was disappearing was the money earmarked as "Foreign Aid".
The backdoor deals to the Defense Contractors expanded to include surplus arms sales to captive (occupied) nations and petty dictators alike, and in the next step, aid to drug cartels and Terrorist cells in league with the CIA.
These recipients of "Foreign Aid" were all working together to sell surplus weapons to drug kingpins that were supplying drugs that were being sold here and elsewhere to support Black Ops budgets, including organizations like ISIS and Al-Queda (or in the case of MI6, Hamas) which the goons set up as paper dragons for us to fight -- and thereby justify more expenditures on the front end of this payola pipeline.
The American taxpayers were set up both coming and going, to pay the cost of fighting the Terrorist groups they were unwittingly funding.
It's indeed questionable whether or not the drug lords ever provided any Foreign Aid benefit to the local people. Some apparently were serious about providing stable jobs, others were just avaricious butchers. No matter. It was all charged off as "Foreign Aid".
Over the years these basic operations based on abuses of Foreign Aid branched out to include a wide range of criminal Black Ops rackets. It wasn't just arms sales and funding Terrorists anymore.
It wasn't just supplying drug cartels with guns and money.
The medical industry got involved and dumped all their surplus drugs and failed experiments and equipment into the Foreign Aid trough, so that they, too, could be paid full price for outdated drugs and vaccines, war surplus drugs and equipment, and experimental drugs that failed trials in this country --- it all magically became Foreign Aid.
Once the medical industry got involved in Foreign Aid, it was an easy jump for Big Pharma and the Military to view the Third World, not only as a profitable dumping ground, but a place where corrupt governments could be induced to allow things like broad spectrum testing of experimental drugs on human populations, organ harvesting, stem cell harvesting, biological warfare laboratories, hybridized DNA experiments, cloning, and so much more that derives from the dark side of medicine.
This is certainly what happened in Ukraine. It simply happened on such a large scale and so many people knew about it, that it became an issue for Russian national security and Russian populations living in Ukraine.
They could set up these criminal operations in foreign, needy countries, fund them using the excuse of "foreign aid" and then profit from the patents generated from all this illicit activity.
Then DARPA got involved and things only got more complex and darker; now, geoengineering and weather warfare costs and experimental trials could be passed off as foreign aid. Experimental aerosol spraying programs could be disguised as foreign aid.
In the later days of USAID, almost anything, including drag shows in Belfast could be passed off as Foreign Aid.
And throughout all of this, the same two percent on average reached the people that all these appropriations of Foreign Aid were supposed to go to. Here is a current example:
If we were members of the British Territorial U.S. Congress and we acted in good faith to try to help people in developing countries by making large annual appropriations of Foreign Aid, we'd be outraged at USAID and other agencies and departments responsible for administration of the funds.
We'd be demanding answers, not, as the current U.S. Congress is doing, complaining about Elon Musk and trying to prevent him from making additional discoveries of gross waste, fraud, and abuse.
The question naturally arises --- why aren't the members of the U.S. Congress outraged? Because they are guilty. Because they are complicit in the abuse. Because they made the appropriations and then grossly failed to provide any oversight. And because many of them received kickbacks and other payola and campaign contributions as a result of this lack of oversight.
They don't want their sins paraded about in public for the world to see, much less do they want their so-called "constituents" to see how outrageously they have abused their offices and the Public Trust. So they try to "redefine" the issues; it's not, according to the Dems and the guilty members of the Republican Party who also got caught with their fingers in this --- about graft and kickbacks and waste and fraud and abuse; oh, no, according to them, it's about Elon Musk phishing for information that could in some way benefit his own businesses.
Most of the information they pretend to be concerned about is information about individual illegally constructed public trusts that they have named after us, and that they have already made public on their own databases.
It's true that before he's done, Elon Musk and Donald Trump will know where every skeleton in the U.S.A. Corporation closet is hiding. It's true, he will have enough evidence to blackmail all but ---maybe ten?--- members of the U.S. Congress.
The argument in favor of Musk is two-fold -- first, someone has to audit all these agencies and departments to settle the UNITED STATES bankruptcy and settle the reorganization under Chapter 11 of the U.S.A. Corporation, too --- might as well be Musk; and second, he's not only benefiting his own businesses by dredging through this giant heap of administrative wrong-doing, graft, and waste. He's benefiting every business in America.
Common sense may well be dead in Washington, DC, but both political parties -- which should be outlawed as part of the overall reform and restructuring -- need to know that common sense is alive and well throughout this country as a whole.
All the politicians need to know that we are not amused and won't be distracted or fooled by their attempts to "redefine" what Elon Musk is doing, because we approve of what he is doing. We approve of the way he's doing it. And we approve of the overall results so far.
We also know what they are not doing and what they haven't been doing for decades --- which is to be accountable for their spending.
The U.S. Congress has a nasty habit of being lazy and seeking plausible deniability for its gross failures. They appropriated all this Foreign Aid. Where were they when it came to keeping track of where it went and how it was actually being spent?
The Government Accounting Office has been renamed and "redefined" about two dozen times in the past thirty years, but that is the extent of the reform and oversight these members of the U.S. Congress have provided for the Public Purse --- which means they have been criminally negligent this whole time.
We brought this lack of oversight to their attention back in 1967, in 1972, in 1982, in 1987, in 1994, in 1998, in 2001, in 2005-6, in 2014, and multiple times since then, as part of our Rat Watch activities.
Now that someone is forced by multiple bankruptcies to do their job for them, they are all in a hissy fit, not wanting their dirty laundry to come out --- but there it is. They owe the American people hundreds of billions of dollars that have been wasted and frittered away in bad faith and in violation of their contractual duties.
They all had reason to know about the misuse and abuse of Foreign Aid, because we told them about the fraud and the fact that only two percent (2%) of Foreign Aid was getting to the intended recipients.
We sounded the alarm in print publications and radio interviews and dated, tracked, witnessed correspondence directly to the members of various U.S. Congresses going back over fifty (50) years, and finally, ---- Elon Musk and a foreign bankruptcy court are doing something meaningful about it from their side of the fence.
In our opinion, the members of the U.S. Congress for the past fifty years need to be arrested for gross dereliction of duty and criminal negligence. As they are only proxies acting on behalf of people who are only presumed to be shareholders and franchises of their perennially bankrupt parent corporations, they are owed no special dignity nor exemption from prosecution.
No doubt that is why they are all so excited and piling on Elon Musk; but, all their grandstanding and attempts to redefine things, is to no avail. We all know who stood up and volunteered to do the job(s) they haven't done.
