The only plenary power granted to any person or body within the Federal Government is in reference to the City of Washington, DC.
The Forefathers granted the members of Congress -- and specifically the Members of the Federal Republic Congress, not the British Territorial U.S. Congress and not the Municipal Congress of the United States -- "plenary power" to create and manage a government for Washington, DC, with the intention that the new Federal Capitol would be organized as a neutral and safe meeting place for the Federal Contractors to conduct their business, interact with each other, and with the public and emissaries, ambassadors and officials of other governments.
That's it. There is no "plenary power" granted under any Federal Constitution to any single Federal Officer.
Of course, the Brits and the Municipal Corporation have both liberally usurped this plenary power intended for the Federal Republic Congress, with the result that we had both a City of Washington government claiming plenary powers for the Brits, and a Municipality of Washington, DC, claiming to be an "independent, international city state" and flying its own flag.
This is a minor lesson in just how far out of sync with the actual Constitutions that the operations of our Federal Contractors have gone and the over-reaches, suppositions, usurpations, and power-mongering that has gone on.
The further misunderstanding comes when the "President" as "Commander-in-Chief" under The Constitution of the United States of America, acting under Title X, is described as the "Head of State" for the United States and Territorial Republics.
The "States" being referred to are the Territorial "States", meaning the States of States, not our actual States of the Union --- and this is another example of the difference between these United States and those United States.
Remember when then-President Obama referred off-hand to "all 57 states"? Those are the Territorial "States". Not the States of the Union. But as a British Territorial "President" of the United States of America, Incorporated, those are the States that Obama was in charge of. And that is also why he didn't need to be born in this country.
There were at the same time 57 Municipal STATES as well, and they were not our States of the Union, either.
Which "United States" operating under what founding document(s) and treaties, and under which codes and rules are we talking about?
This is why it is so difficult for the American Public or anyone else, to know what is going on. It's like the old vaudeville shtick, "Who is on first?" And of course, the usurping Federal Subcontractors like it that way, because it lets them hide what they are doing and shuffle off accountability, and seize upon assets actually belonging to the American people they are supposed to serve in good faith.
The "plenary power" that Donald J. Trump has as a British Territorial Corporation President is the same kind of plenary power that a British sea captain has aboard his ship. Of course, he has plenary power aboard his own ship. That is the immutable Law of the Sea.
It doesn't give him any plenary power over anyone who isn't on his ship. It doesn't give him any plenary power over Americans living in the States of the Union.
Trump can probably bust up Municipal Government employees, because: (1) as "citizens of the United States" the Brits still invoke their Fourteenth Amendment presumptions against "citizens" of the Municipal United States, and (2) Trump already deprived the Municipal citizens of their Equal Civil Rights via Executive Order, and (3) they are in his States-of-State, piggy-backing along at the Territorial Government's behest and with their permission.
The Brits need the Municipal employees to do their dirty work because commercial corporations obviously have no ability to tax anyone; if they did, EXXON and Pfizer would have a field day.
No, instead, the British Territorial U.S. invites the Municipal employees into their Territorial "States --- the States of States --- so that the Municipal employees can create (often non-existent) boroughs and cities, and levy "taxes" for the Brits, purportedly on British Territorial Subjects, but in actuality, misaddressing every clueless American in sight as if they were British Subjects.
All this gross misadministration and racketeering has gone on unchecked for decades. The Vermin went so far as to demand that their employees acting under the Federal Rules of Civil Procedure provide us with "the appearance of justice" with no actual justice being possible or present, owing to the fact that their courts are incompetent to address living people.
The degree of cynicism that began with Abraham Lincoln's Administration has only multiplied like bunnies in the spring -- they call Territorial States of States by the name "States", which is unnecessarily confusing and deceptive, they conscript American professionals into foreign guilds and license them, they tell Americans that they "must" have a Social Security Number if they want a job --- and neglect to say, "if you want a Federal job".
Thank God this firestorm of bull crap is finally ending, but beware, the vestiges of it, like blood stains, are hard to completely remove --- and when someone suggests that anyone in this country has "plenary power" it is, yes, necessary to demand to know exactly over who or what this "plenary power" extends?
Bless you all, you've all put up with so much abuse for so long, but no, plenary power over this country in the hands of Donald Trump is not one of the things you have to endure. His plenary power only extends to those United States, not these United States.
Think of it this way: the actual United States is like the firm floor under a dog's feet, while the Municipal employees are like fleas on the dog's back. The dog can jump and bark and chase around on the floor all day long and the floor is still going to be there. The dog can also scratch at fleas and maybe even kill some.
That's the situation we've got here. The Municipal employees don't have much of a defense, having already been stripped of their Equal Civil Rights protections, and being dependent on Trump's State of State "legal constructs" to allow them to live within the borders of the actual States of the Union.
We are more than a little concerned that the "clean up" of Washington, DC, and other major metropolitan areas has been done in nearly complete silence, prompting us to ask -- where did all the tent cities and homeless people go?
As crazy, partisan, and criminal as things have been in this country, there are a lot of questions that have to be asked. And answered.
