HAARP was developed as part of President Reagan's Star Wars initiative. It was developed by engineers working for Arco Alaska, a major oil company in Alaska at that time. The project was led by an engineer named Bernard Eastlund.
The HAARP installation which still stands in Gakona, Alaska, now belongs to the University of Alaska-Fairbanks.
HAARP was one of the very first large-scale scalar technology developments, but it is now 37 years old and a dinosaur.
Think about how much computers have changed since 1987. That should be enough to tell you, basically, how much scalar technologies have changed and expanded, too.
HAARP, per se, is not the problem. It's the rampant, unregulated, commercial development of scalar technologies that is the problem.
The United States Trademark and Patent Office has been managed, illegally, by SERCO, a British Territorial Municipal Corporation. SERCO has been approving patents that openly admit to criminal purposes and criminal intent. It has also arbitrarily suppressed patents that compete with British Territorial business interests in the name of "National Security".
Meantime, the corporations, both commercial and municipal, have been busily developing all sorts of new and better ways to kills people, plants, and animals.
Scalar weapons are now mobile and have integrated ship-to-shore installations.
They now come in many different configurations and are used for different purposes, from interrupting electrical signals within a designated 3-D space, to concentrated microwave beams used to cause earthquakes and fires, to other adaptations that are used to create violent storms and alter natural weather patterns -- generating a plethora of effects from hurricanes and storm surges to drought.
People just hearing about this for the first time try to discount what we are telling them, but we were there on the ground in 1987.
The United Nations has had a formal Environmental Modification Treaty (ENMOD Treaty) on the books since 1974, and some of those reading this have cause to know that the same players who are misbehaving now used these same technologies (at a much earlier state of development) to interfere with the Monsoon during the Vietnam War --- actually, the Vietnam (Commercial Mercenary) Conflict.
Commercial corporations like Microsoft have been given licenses by the Municipal corporations (like DARPA) to develop these technologies and they have been given a free hand to do so. The result is a vast proliferation of unregulated "secret" development of scalar technologies by commercial corporations seeking to benefit themselves for profit-making purposes.
There is evidence that the entire "vaccine" debacle was promoted under the exact same scenario: SERCO granting patents to Municipal Corporations like DARPA, and DARPA licensing development to commercial corporations like Microsoft and Pfizer, which then concoct whatever scheme they wish to pursue to make commercial profit for themselves and profit for the municipal corporations giving them the license to do this.
We are all being abused and victimized by reckless criminal corporations of two kinds --- commercial and municipal, both motivated by profit and engaged in profiteering at any cost.
So, what to do? Start dismembering corporations and arresting CEOs and Boards of Directors.
Start examining the banks that are providing the funds for all these heinous and unregulated developments.
Hold them all accountable.
