1. On or about the 6th of July in 2015 I first had contact from a man living in South Carolina named Demitrius Julius Shiva; he preferred his middle name "Julius" and so he will be referred to as Julius herein.
2. Julius had immigrated to the United States during the Cold War and was living here as a permanent United States Resident under political asylum; like most immigrants, he was never told that he could now progress from that status and claim his identity as an American state national.
3. I explained the facts to him and he immediately understood the concepts and jurisdictions involved. He declared his intention to be a South Carolinian and asked me to be his Fiduciary and Trustee on the land jurisdiction of The United States and I agreed.
4. Some years later, Julius joined The South Carolina Assembly, one of the original States of the Union, and placed all the necessary paperwork on the public record. He was proud and happy to have finally finished the immigration process and to be recognized as a South Carolinian.
5. This is how I became Julius's Fiduciary Trustee on the land jurisdiction of this great country and the process by which he became an American state national, no longer a "citizen of the United States".
6. Julius very clearly understood the three international jurisdictions, air, land, and sea. He also very clearly selected his estate trustees to serve his estate interests in each of these jurisdictions: me, to serve as the land jurisdiction trustee, a Brit to serve as the sea jurisdiction trustee, and a Roman Catholic to serve as the air jurisdiction trustee.
7. Julius clearly understood that the land jurisdiction controls all physical assets and naturally also then has an ownership interest in all credit assets derived from physical assets.
8. There can be no rational doubt that I am the Fiduciary Trustee of his estate, however, the other two Trustees have attempted to ignore my position and duty, and even went so far as to pretend that the trusteeships were all equal and vested as some sort of committee, instead of being three separate trusteeships governing different jurisdictions under international law.
9. They have claimed to remove me by a 2:1 vote which would work if the trusteeships were indeed part of a committee or tribunal structure --- but they clearly are not. Julius made it perfectly clear that he chose to be a South Carolinian and he clearly accepted and named me his Fiduciary Trustee on the land.
10. So, mischief occurred in the jurisdictions of the sea and the air which the trustees in these jurisdictions are addressing. That is as it should be, and we have firm faith that they are acting appropriately to recoup the assets of the (D')Avila Family Trust and derivative trusts like the Alpha and Omega and Spiritual White Boy trusts, including but not limited to physical assets that were deposited with the World Bank and the Bank for International Settlements members.
11. However, I have not been advised concerning progress in these areas and have not been asked to take any action related to these trust assets which ultimately derive from the physical assets that are under my trusteeship.
12. It should be self-evident that the asset owner is also the owner of the credit issued against the assets and the fiat profits returning from these investments. That is, even though two other trustees are responsible for operating in the jurisdictions of the sea and the air, the ultimate ownership remains with me as the trustee of the physical assets from which all credit assets derive.
13. The owner of the physical assets is the owner of the credit derived from those assets.
14. And I am that owner as the Fiduciary Trustee.
15. In order for the assets to be deployed or for the credit to be redistributed, my approval is necessary, but I have not been asked to approve anything.
16. Recent accusations have been made that I and an Irishman named Tony are responsible for the lack of liquidity in individual accounts and the failure of QRC coding to function properly in former British Commonwealth countries.
17. I am here to rebut this fallacious idea.
18. I cannot act upon proposals that have not been presented to me.
19. The fact that I have not received any reports concerning the recoupment of assets in the jurisdictions of the sea and air, and have not received any proposals for my signature indicates, rather, that I am being two-blocked and avoided and also as the saying goes, "something is rotten in Denmark" -- or within former British Commonwealths, as it may be.
20. If there are any fair-minded and explicit proposals for the deployment of Alpha Omega or other trust funds they haven't landed on my desk and I am not holding up any settlement through any inaction on my part.
21. The fact that no such proposals have been forthcoming and that I am being blamed for lack of liquidity suggests that once again, the agents of the British and Roman Empires are playing a little game called "Keep the Americans in the Dark and Blame Them".
22. I, however, decline the invitation to play games with the lives and futures of billions of people.
23. It is clear that the Central Banks have engaged in licensed criminality and that no legislative authority to issue such licenses is vested in any government existing in the sea jurisdiction or the air jurisdiction, either one. The fact that such licenses have been issued in these jurisdictions has to be corrected, but above and beyond that, it must be recognized that the actual land jurisdiction government is not at fault.
24. None of this is the fault of natural national governments. All of it is the fault of incorporated entities in the business of providing essential government services. All our respective nation-states have been misrepresented and undermined by service vendors under contract to provide us with "good faith service".
25. It is also clear that improper privateer licenses were issued by the British Empire and the Holy Roman Empire to members of their respective Bar Associations under Letters of Marque; in the case of the British Empire which vacated its land jurisdiction during the reign of Queen Anne, no credible authority to issue Letters of Marque exists since that time; in the case of the Vatican Government, all such licenses were expired by Pope Francis in 2013.
26. All the criminal activity has occurred in jurisdictions occupied by the British Empire and the Holy Roman Empire, and cannot be held against any national government.
27. The Federation of the States of the Union and its Fiduciary -- me and whoever occupies my office in years to come, will remain the land jurisdiction Fiduciary of Julius's Estate and Julius himself will remain a South Carolinian in life and in death.
28. It's time for all those who wish for a better future for mankind to come together and work without separate agendas toward that singular end. It's also time to stop irresponsible rumor-mongering.
29. The guilty parties may not like to pay the costs of their sins, and they may resent me and call me a stumbling block, but I am not blocking any proposals to provide relief and liquidity to individual people. The hold-up is not on my end.
30. The hold-up is on the part of the banks and the service vendors jockeying for position and self-interest, and to whatever extent on the part of those who have not asked for my approval of specific plans and pathways to distribute relief.
31. Perhaps they are stumbling around in such ignorance and dread that they don't realize my agreement is necessary if they want their little red wagons to go forward.
32. This International Public Testimony will be available as JPEG photos with Public Notary Witness in international jurisdiction, complete with my signature under private copyright and recorded thumbprint serving as my identification.
