As anyone can see, if they bother to read the documents, the American Federal Constitutions contracted to receive "defense" services only.
At the time, the late 1780's, it would have been possible and even common to contract for offensive actions on a mercenary basis.
Remember, this was even before the Napoleonic Wars, before the outlawing of privateers and Letters of Marque, before the exploits of men like Lord Nelson, before C.S. Forester's hero, Captain Horatio Hornblower, before Patrich O'Brien's Jack Aubrey and Stephen Maturin.... for those of us who got hooked at an early age on good seafaring yarns.
Our Forefathers had direct experience of hired mercenary forces in the form of the German Hessians sent here by King George. They knew that they could hire any amount of mercenaries to assist in war-for-profit exploits --- and they chose not to bite that apple. They didn't even allow for the possibility.
They chose peace and simple security for their homes and lands, instead.
So it stands that we contracted for defense services, anything else is extra-curricular and by definition, can't be chalked up on our accounts.
Later Executive Officers tried with some success to redefine "defense" and even redefine the physical boundaries of our country to include wherever an American might be in the world and need assistance.
What this really was, was a lamentable attempt to increase the "defense budget" and allow for an ever-increasing adventurism beyond our borders.
Today, we have over 950 military bases scattered all over the planet and the biggest defense budget on Earth, but we all know that this doesn't actually qualify as "defense" in the sense the Founders meant.
They meant protecting our borders and protecting us, our lives, our homes, our peace, our prosperity. It might extend as far as protecting American shipping, or air space, but not the kind of meddling and bullying and incursions that have been the order of the day since the First World War.
There is no contract available in any Federal Constitution for our Armies and Navies to act as mercenary forces, yet, that's what they've been used for with ever-increasing regularity ever since the bungled and misrepresented American Civil War.
All of a sudden, confronted with shrinking operating income and burdens caused by the bankruptcy of the UNITED STATES, Mr.Trump is thinking in more practical terms about saving his contract with the States and living within his means and doing something positive for the country --- using the Armed Forces to get rid of criminals and clean up pollution and all sorts of other things that might actually count as "defense" of our country and people.
So, calm down all of you who are imagining a military dictatorship --- we already have one of those in place since 1863.
Get ready to have a conscious relationship with that military government and a new understanding of our history.
It's nothing to be terrified of. It's something that can greatly improve the lives of service members and civilians alike.
We've been living with a shadow government hiding under the bed for a long, long, long time. Now when it comes out of the shadows and you see what it is, you will know that: (a) Granna wasn't puffing any smoke up your dress and (b) it's actually your Armed Forces. Not George Soros's.
