In Latin, "rebus sic stantibus" means, "as things stand".
This is a standard escape clause, allowing one Party to a contract to invoke withdrawal from all or part of an agreement or contract, owing to unforeseen changes or circumstances that were not anticipated at the time the contract was signed.
The Russian Government, in the person of Dmitry Medvedev, Deputy Chairman of the Federation Council, recently invoked rebus sic stantibus on the Hague Conventions on the Laws and Customs of War.
Medvedev noted that war has changed a great deal in the decades since these conventions were adopted, and said that the most that the Russian Government was willing to guarantee was that it would not intentionally target civilians.
Anything else, including theft and execution of captured enemy leaders was acceptable, according to Medvedev.
This marks a turning point, a departure from accepted standards of behavior agreed upon and upheld for generations by all signatories, including the United States and the United Kingdom.
Invoking rebus sic stantibus on the Hague Conventions governing the Laws and Customs of War is an "Open Season" announcement and declaration warning the rest of the world that so far as Russia is concerned, all bets are off, including "non-intentional" damage to civilian populations.
And there is no standard available to establish intentionality.
The Russians are telling Zelensky, if we catch you, you are a dead man. So no wonder he left Kiev in a hurry. The final Russian advance is proceeding right now.
While our hearts ache for the innocent people, for the land and soil of Ukraine, we recognize that this comes at the end of years of bitter fighting, that the Zelensky government was installed as a puppet government --- a puppet government that turned the Ukraine into a worldwide center for all manner of criminal enterprises, and now refuses to sue for peace.
In 2014, mercenaries slaughtered the elected government of Ukraine in broad daylight. Next, Zelensky, a comedian from Florida, was installed as President. Next, everything from drug smuggling to adrenochrome factories and laboratories manufacturing bioweapons sprouted like dandelions in the spring. Human trafficking and every other social evil followed.
All of this reeks of being staged by external powers, most likely out of control mercenary operations and drug cartels; we highly suspect that the neo-Nazi symbolism of the Ukrainian armed forces is just another smokescreen intended to cover the commercial interests that are in fact responsible. Blame it on the Nazis, but....
There are no Ukrainians in evidence talking about racial superiority or repeating conservative mantras like, "Kinder, Kirche, Kuche".
There is even more damning evidence of engineered disintegration and deliberate criminality that preceded the Ukrainian regime change and it was all on the part of corporations acting as the governments of the United States and Western Europe.
While you weren't watching or listening or holding them to account, western leaders promised Russia that NATO wouldn't move an inch eastward or pose a threat to Russian sovereignty as a condition of dismembering the old Soviet Union, yet year by year and inch by inch, this is exactly what NATO did.
Russia protested. NATO back-pedaled for the cameras, and then kept right on moving east, toward Russia, despite all these promises and words on paper.
NATO was the aggressor and the Liar. Not Russia.
There were other aspects to this Slow Creep and degeneration of diplomatic credibility long before Zelensky showed up to make it official.
As part of the treaty agreements that marked the end of the old Soviet Union, explicit terms were put in place, allowing Russia to return and govern any area that failed to form and sustain its own separate government.
So, when Russia re-entered areas that were part of the former Soviet Union -- areas that wanted the Russian government because they were primarily settled by Russians -- Russia was acting within its pre-established rights. It wasn't being an aggressor.
Yet each time this happened, it was greeted with a firestorm of bad press in the west and all sorts of unsupported claims and accusations against Moscow, the Russian leadership, and Russia in general.
Why make an agreement, if you don't intend to live by it?
This is one of the fundamental questions of diplomacy in the modern era. Words seem to have lost their meaning. Nobody in the Post-World War II paradigm says what they mean, or means what they say.
Like NATO's slow creep eastward, and the "surprise" that Russia exercised its treaty options, a subculture of lies and excuses has taken root, a dependency on appearances rather than substance.
As individual character and honor have been degraded, so has the character and honor of entire nations.
It is now commonplace and weirdly acceptable for the governments of nations to lie, to make false guarantees, to pretend that they are in compliance with rules and standards and agreements --- when they are self-evidently not in compliance.
It is also commonplace for such governments to lie to and cheat the people that rely on them to provide essential government services.
They are equal opportunity liars, whether in diplomatic forums, or back home talking to Joe Average.
We have every right to distrust everything these politicians and bureaucrats say, and everything they do. We are not being paranoid. We can observe their behavior on the world stage and watch it play out in our own lives, too.
That's why the Tin Hats are batting a 100 and the True Believers are dusting off their backsides.
Chemtrails, according to the United States Government, don't exist, yet they do, and it turns out that Air Force equipment and personnel are being used to poison the ground we walk upon and depend on to grow our food.
There is no such thing as extraterrestrial contact, but then, there's this inconvenient treaty document..... and weather warfare doesn't exist, either, but here are the ENMOD treaties established by the United Nations back in 1974....
There's no such thing as free energy being endlessly produced by the Earth's natural magnetosphere, but then.....we can hook up a few wires in our backyards and run a Disneyland-worth of light bulbs with no connection to the electrical grid at all.
There's no Sasquatches, until you meet one in an arboreal forest, and greet them in Ancient Sumerian. No mermaids until you get bitten by one and told that the bite was inflicted by a cat.
Trust us, it was a cat. You better say it was a cat, too.
No Egyptians in America until you read their hieroglyphs etched into rocks above Lake Michigan, in the Grand Canyon, and throughout the American Southwest.
The world the rest of us occupy is obviously different.
We don't have any political parties; in our world, they are outlawed to guarantee free elections.
Rebus sic stantibus. Learn it. Say it. Repeat.
We didn't anticipate being misidentified as commercial corporation franchises.
We didn't sign up to serve as British Merchant Mariners.
And anything presented to the contrary notwithstanding, we claim rebus sic stantibus.
