I have never seen a better plan, and the only question that remains is how to make this happen.

There is just no half way measure that will fix the problem, and I am afraid there is no political will in Washington District of Criminals to implement such a plan until the Federal government goes broke and collapses on THEIR watch. Once that happens that States can step in and reform the government within it's constitutional bounds like the article describes.
